So my laptop fan randomly turns on, is on for some seconds, then turns off again, and after some seconds it repeats. I checked and my laptop isn't hot at all. So I'm not sure what's causing this.

Looks like you have the newest BIOS, good!
Run MiniToolbox again but check List Devices - All
I would install both video drivers from lenovo. There are other things going on to that I don't know about so will let others help you. Looks like Microsoft Visual C++ is causing you some problems.
What did your computer guy tell you exactly? Was there visual damage to the amd graphics chip or not. Was the laptop super clogged up or not? I always assign a percentage to the amount that the heatsink is plugged up.
Did you disable and remove hibernation and sleep?
Why didn't you answer this question?
To Disable Hibernate run this command in an Elevated Command prompt.

The computer guy told me that there is a hardware issue with the GPU [he did not mention what it specifically was], and the only way to be able to use the laptop is by disabling the GPU driver or replacing the entire motherboard. If I go to Device Manager and enable the AMD card, the laptop would freeze, forcing me to perform a hard reset, boot with safe mode, and disable the card. Otherwise, the boot process will be stuck in an endless loop [freezing at the windows logo and spinning dots].
I just turned off hibernation using the command you mentioned. To be honest, I was not sure before what you meant by turning off hibernation.
I also changed the Power Plan to the settings you suggested.
I will restart my laptop now and check if the issue persists.
