Set scaling in Windows to 100%

Right-click on the desktop and select "Display settings". Under "Scale and layout" set the scale to 100%.

Change high DPI compatibility settings

Right-click the game executable or desktop shortcut. Select Properties. Go to the Compatibility tab. Click "Change high DPI settings". Check the box for "Override high DPI scaling behavior". Make sure "Application" is selected in the drop-down menu. Press OK.
