In this connection, the ESCAP secretariat is tasked to prepare a study on the theme to inform the deliberations at the seventy-nineth session of the Commission. Based on the outline of issues to be covered in the theme study approved by the Commission at its seventy-eighth session (cf. annex 1), the theme study for 2023 will focus on the transformations that are still needed to continue with the recovery efforts from the COVID-19 pandemic, to build back better and to transition to a net zero future. In particular, the study will review (a) the regional context of climate change and action; (b) needed policies and action in two identified sectors for transition, i.e., energy and transport; (c) potential approaches and policies of economic instruments, i.e., climate-smart trade and investment, and climate finance, (d) adaptation policies for resilience and; (e) policy options and areas of regional cooperation to accelerate climate action in the region. The theme study will take stock of existing ESCAP analyses of challenges, opportunities and policy recommendations in these areas. Against this background the purpose of this consultancy is to obtain the services of an experienced writer and editor to edit and draft a coherent report, with a clear narrative, based on the written chapters that the secretariat will prepare. Under the direct supervision of the Coordinator of the Task Team for preparation of the theme study publication for 2023 and overall supervision of the Executive Secretary of ESCAP, the consultant will assist the secretariat in ensuring high quality of the theme study, particularly in terms of clarity of writing, composition, synthesis of analytical findings, harmonization of multiple chapters and coherence; and in identifying key messages/policy recommendations for accelerating climate action in Asia and the Pacific. The coordinator in collaboration with the Task Team will also consult with the substantive editor, in an ongoing basis, to seek guidance on style and proper presentation. More specifically, under the overall guidance of the Executive Secretary, the substantive editor would be responsible for the following: 1) Edit, based on the chapters prepared by the secretariat, a consolidated and coherent manuscript for the theme study publication for 2023, with language and policy recommendations tailored to a primary audience of policymakers attending the Commission session; the manuscript might also require drafting or re-drafting of sections or chapters of the theme study; 2) Draft the final publication’s executive summary, with tone, language, length tailored to the publication’s target audience; 3) Draft the foreword to the publication, to be signed by the Executive Secretary and; 4) Submission of policy areas/key messages as inputs for presentations and policy statement to be presented by the Executive Secretary. Qualifications/special skills A minimum of 15 years of working experience in drafting and technical editing, with a track record of contributions to UN knowledge products is required. Prior experience in drafting and technical editing of ESCAP knowledge products is desirable. Languages Fluency in English is required. Giảm thiểu áp lực, khuyến khích tinh thần cho doanh nhân nữ (Xem tin ảnh) (MPI) – Ngày 18/9/2020, Bộ Kế hoạch và Đầu tư phối hợp với Ủy ban Kinh tế - Xã hội châu Á và Thái Bình Dương của Liên hợp quốc (UNESCAP) tổ chức cuộc họp chuyên môn mạng lưới chuyên gia hỗ trợ doanh nhân nữ với chủ đề hỗ trợ giảm thiểu áp lực, khuyến khích tinh thần cho doanh nhân nữ. Phó Cục trưởng Cục Phát triển doanh nghiệp, Bộ Kế hoạch và Đầu tư Bùi Thu Thủy chủ trì cuộc họp.
Phát biểu tại cuộc họp, Phó Cục trưởng Bùi Thu Thủy cho biết, tính đến hết năm 2019, Việt Nam có 758.610 doanh nghiệp đang hoạt động, trong đó, tỷ lệ lớn doanh nghiệp do phụ nữ làm chủ với khoảng 31% doanh nghiệp tại Việt Nam thuộc sở hữu của phụ nữ. Tuy nhiên, 99% doanh nghiệp do phụ nữ làm chủ tại Việt Nam là doanh nghiệp siêu nhỏ và nhỏ hoạt động chủ yếu trong lĩnh vực dịch vụ. Doanh nghiệp nhỏ và vừa do phụ nữ làm chủ ở Việt Nam đóng vai trò quan trọng trong tạo việc làm và thu nhập cho người lao động, đóng góp vào quá trình giảm nghèo, nâng cao vị thế xã hội của phụ nữ, cải thiện bình đẳng giới và thúc đẩy tăng trưởng kinh tế. Các doanh nghiệp do phụ nữ làm chủ không chỉ đóng góp cho tăng trưởng kinh tế mà còn giúp cải thiện vị thế của phụ nữ trong xã hội; thúc đẩy đầu tư vào y tế và giáo dục cho trẻ em, đặc biệt là trẻ em gái; tăng triển vọng tăng trưởng kinh tế trong tương lai. Ngoài ra, sự tham gia của phụ nữ trong các hoạt động kinh tế còn góp phần thúc đẩy bình đẳng giới. Vai trò của phụ nữ trong phát triển kinh tế đã được công nhận rõ ràng và phụ nữ được khuyến khích tham gia vào các hoạt động kinh tế thông qua các chính sách hỗ trợ doanh nghiệp, đặc biệt là các chính sách liên quan đến doanh nghiệp nhỏ và vừa. Mặc dù có những đóng góp to lớn cho sự phát triển kinh tế - xã hội song doanh nghiệp nhỏ và vừa do phụ nữ làm chủ phải đối mặt với nhiều thách thức và bất lợi so với các doanh nghiệp nhỏ và vừa do nam giới làm chủ dẫn đến làm giảm sự đóng góp của doanh nghiệp nhỏ và vừa do phụ nữ làm chủ đối với tăng trưởng kinh tế cũng như phát triển xã hội, đặc biệt những khó khăn do văn hóa, nhận thức xã hội, gia đình. Tại cuộc họp, Bà Sudha Gooty, Giám đốc chương trình, Dự án Thúc đẩy phát triển nữ doanh nhân: Kiến tạo hệ sinh thái kinh doanh đáp ứng giới (CWE) do Chính phủ Canada tài trợ cho biết, Dự án được triển khai trong giai đoạn 2018-2023 với mục tiêu kiến tạo môi trường kinh doanh thuận lợi cho các doanh nhân nữ. Đồng thời cho biết, Hội đồng Kinh tế - Xã hội châu Á Thái Bình Dương bày tỏ sự ngưỡng mộ trước những thành công của Việt Nam trong nỗ lực giảm nghèo. Năm 2020 là năm rất quan trọng với nhiều cột mốc liên quan tới phát triển, chúng ta đang ở giữa đại dịch Covid-19, doanh nhân nữ càng có nhiều áp lực hơn. Bà Sudha Gooty mong rằng, các đại biểu sẽ cùng nhau trao đổi với nhau để cùng vượt qua tất cả những khó khăn, xây dựng môi trường thuận lợi liên quan tới hệ sinh thái hỗ trợ cho tất cả các doanh nhân nữ. Tại cuộc họp, các chuyên gia đến từ Viện Nghiên cứu và Thực hành tâm lý học LUMIERE, công ty cổ phần tham vấn, nghiên cứu và tâm lý học cuộc sống, viện Tâm lý và tâm thần học Việt - Pháp,... đã cùng nhau chia sẻ các vấn đề để cân bằng giữa cuộc sống và gia đình, bình đẳng về giới, nâng cao kỹ năng chăm sóc bản thân, cảm xúc, sức khỏe tâm thần, làm chủ mình và làm chủ cuộc đời mình để từ đó tìm ra các giải pháp, phương thức hỗ trợ chăm sóc tinh thần, giảm thiểu áp lực cho doanh nhân nữ, từng bước thiết lập mạng lưới tư vấn viên hỗ trợ cho doanh nghiệp do phụ nữ làm chủ, tạo điều kiện thuận lợi, giúp các doanh nhân nữ ngày càng phát huy vai trò của mình./.
